After jailing, I-74 crash suspect faces violence charges

According to court records, the 47-year-old suspect in a fatal incident on the I-74 pedestrian path also faces charges from an incident in Rock Island County Jail earlier this year.

According to Rock Island County Court documents, Chhabria Harris faces two felony counts of aggravated battery after the Rock Island County State’s Attorney’s Office alleged she “knowingly made contact of an insulting or provoking nature” with another person on or about May 28, 2023, striking the other person in the head and body.

 

After a fatal accident in 2022 on the I-74 pedestrian walkway between Bettendorf and Moline, the State’s Attorney for Rock Island County has filed multiple charges against Harris. Michele and Manuel Castaneda previously filed a wrongful death suit against Harris, alleging that on May 22, she was operating a 2008 Cadillac Escalade that struck and killed 18-year-old Anthony Castaneda on May 26.

The Castanedas assert that Harris failed to maintain a proper vigilance, failed to reduce speed to avoid colliding with Anthony Castaneda, drove faster than necessary, and failed to apply the brakes in time to avoid colliding with him.
